Proposing an amendment to Section 56 of Article XVI of the Constitution of the State of Texas, providing that the Legislature be authorized to appropriate money and establish the procedure necessary to expend such money for the purpose of developing information about the natural, agricultural, industrial, educational, marketing and living resources of Texas and for the purpose of informing the people of Texas and other states through advertising, public relations or other promotional work of the facts about and the advantages offered by the State of Texas.
