Relating to making it unlawful for any person to transport gravel or stone on any dedicated public road, highway or street within the State of Texas except when protected from blowing or falling from the vehicle by being covered by a tarpaulin or other suitable means so as to protect other vehicles and persons from damage, injury, or inconvenience; providing a penalty.
