Relating to authorizing the Texas Youth Council to accept gifts, grants, and donations of money, personal property, real property, or anything of value from any source, public or private, acceptable to the Texas Youth Council, subject to the approval of the Governor, for the purpose of locating new facilities and institutions or of improving and expanding existing institutions and facilities.
