Relating to fixing and making certain the amount of compensation to be paid from county funds by counties having a population of eight hundred thousand (800,000) or more, and having twelve (12) or more Civil District Courts and three (3) or more Criminal District Courts, as compensation to District and Criminal District Judges in such counties.
