Relating to providing Four Hundred Thousand Dollars ($400,000) for the additional expenses of the Fifty-sixth Legislature; so as to divert said amount from cigarette tax collections to the Legislative Expense Fund; requiring the secretaries of the House and Senate to set up and maintain an encumbrance system of accounting effective September 1, 1959.
