Relating to amending a certain Article of the Revised Civil Statutes extending the application of the occupation tax on the gross receipts of certain gas, electric and water utilities to all intrastate gross receipts, and imposing a gross receipts tax at a uniform rate of 1.997% of all such gross receipts.
