Relating to proposing an amendment to the Constitution of Texas to provide for waiver of indictment by a grand jury by an accused in a criminal proceeding upon a plea of guilty to the offense; setting up standards as to the time that must elapse before such waiver will be allowed; and requiring the employment or appointment of counsel prior to the acceptance of such waiver.
