Relating to furthering the effectiveness of the State's public schools and improve the quality of public education by further defining the authority and powers of the State Board of Education and the local school boards; prohibiting the State Board of Education from adopting any policy, rule, regulation or other plan, as a prerequisite for accreditation or other approval, which would require any School District to hire any guidance counselor or supervisor.
