Relating to authorizing and providing for the establishment of Regional Education Media Centers pursuant to rules and regulations prescribed by the State Board of Education and the Central Education Agency for the purposes and subject to certain provisions and limitations herein contained, thereby to provide for a system or program for the local development, operation and distribution of educational media services, professional and material, for participating public school districts of Texas.
