Proposing an amendment to the Constitution of Texas so as to repeal the provision making payment of a poll tax a requirement for voting, authorizing the Legislature to provide for the registration of all voters, and authorizing members of the armed forces of the United States or component branches thereof who meet all of the requirements established for voting to vote on the same basis as all other persons.
