Relating to authorizing the Board of Directors of Texas Technological College to enter into an agreement with Southwestern Public Service Company for the purpose of installing, maintaining, and operating an underground electrical transmission line across the campus of said college upon terms and conditions satisfactory to said Board of Directors, together with the rights of ingress and egress to the extent reasonably necessary for such purposes.
