Relating to authorizing the investigation of certain motor vehicle accidents occurring on publicly or privately owned access ways and parking areas operated for the convenience of, and commonly used by, the public, but not on privately owned residential parking areas or on parking lots where a fee is charged for the privilege of parking or storing a motor vehicle.
