Relating to authorizing the Department of Public Welfare to extend by rule and regulation the full range of programs and scope of services provided for under Federal laws as they now read or as they may hereafter be amended and any rules or regulations promulgated pursuant thereto; amending the residence requirements for applicants for Aid to the Blind, Aid to the Permanently and Totally Disabled, Aid to Families with Dependent Children and Old Age Assistance; fixing an effective date.
