Relating to amending the Texas Election Code relating to voter registration and absentee voting by members of the armed forces and other categories of voters covered by the Federal Voting Assistance Act of 1955, as amended, and to voting by persons who return to the county of residence after applying for an absentee ballot by mail; enumerating the categories of persons entitled to vote by use of the official federal post card application for absentee ballot and prescribing procedures for absentee voting, including registration therefor, by persons using the federal post card application form; relating to voting upon return to the county of residence after applying for an absentee ballot by mail; enlarging the period for mailing absentee ballots to voters outside the United States; relating to registration by voters who are within the categories of persons covered by the Federal Voting Assistance Act of 1955, as amended, at the time of applying for registration or who were within those categories at any time during a specified period prior thereto.
