Relating to amending the Texas Insurance Code, making the Texas Workmen's Compensation Assigned Risk Pool responsible for all policies and claims in existence for any insurance company which has been declared insolvent by the Courts of this State or any other State in the same manner as if said policies had been written by the servicing company of this agency.
