Relating to the conveyance and reconveyance of development rights in lands utilized for outdoor recreational or park purposes, the execution and release of a covenant limiting the use of the land for those purposes, the powers and duties of parties to the convenants, and the basis of assessment of the land after the conveyance or covenant.
