Relating to requiring an owner or holder of a vendor's lien, deed of trust lien, or mechanic's lien on real property, upon payment or satisfaction of the indebtedness which it secures, to prepare, execute, and deliver a release of the lien to be recorded by the property owner and specifying the liability of a lienholder who fails or refuses to prepare, execute and deliver a release.
