Proposing an amendment to the Constitution of the State of Texas, to provide for issuance and sale of general obligation bonds of the state, to be known as "Texas Clean Water Bonds," in an amount not to exceed $100 million for the purpose of aiding and making funds available to the various political subdivisions, bodies corporate and politic, and districts of the state to provide clean waters for Texas.
