Providing that no interim committee except those functioning on May 31, 1971 shall take or be in force prior to September 1, 1971 and that no committee except the General Investigating Committee shall have the power to issue process for witnesses or subpoena any person or records except as provided in the Rules of the Senate and the Legislative Reorganization Act of 1961.
