Amending the Texas Insurance Code to provide that the State Board of Insurance may promulgate reasonable rules and regulations describing documents which must be signed by an actuary, as defined herein; defining the term actuary; authorizing the State Board of Insurance to prescribe rules relating to training and experience necessary to show actuarial competence.
