Amending Section 1 of Article 6008, Revised Civil Statutes of Texas, 1925, relating to a declaration of State policy against waste; amending Section 3 of Article 6008, Revised Civil Statutes of Texas, 1925, as amended, relating to additional definition of waste; amending Section 3, Chapter 14, Acts of the 36th Legislature, 3rd Called Session, 1920, as amended (Article 6054, Vernon's Texas Civil Statutes) relating to the authority of the Railroad Commission of Texas to review, revise, and regulate orders and agreements of natural gas pipeline companies after due notice thereof and in so doing, to fix and establish and enforce adequate and reasonable price of gas and rates of charges without regard to the prices and rates of charges provided in such orders and agreements; providing for the construction and cumulative effect of the Act; providing for severability; and declaring an emergency.
