Relating to the creation, organization, management, and financing of certain districts proposing to provide or actually providing water and sewer services or either of these services to hosuehold users as the principal funciton of the district which are located in certain counties; adding Subchapter L to Chapter 50, and Sections 50.053, 50.057, 51.0211, 51.0301, 53.0191, 53.1841, 54.0161, and 54.5141 to the Water Code; and declaring an emergency.
