Relating to the protection of sand dunes on barrier islands and peninsulas bordering on the Gulf of Mexico; authorizing the establishment of a dune protection line by certain commissioners courts; prohibiting certain conduct seaward of that line authorizing the commissioners courts to issue permits and to charge a reasonable fee to certain persons for otherwise prohibited acts seaward of the dune line; providing for identification of critical dune areas by the Commissioner of the General Land Office and for notice to him and special procedures for issuance of permits therein; providing for certain exceptions; prohibiting the issuance of a permit for driving a "recreational vehicle", as defined, seaward of the dune protection line; providing certain penalties for violations and for appeals.
