Relating to suits for declaratory and equitable relief to protect air, water, and natural resources and the public trust therein from pollution, impairment, and destruction; providing a new cause of action conferring standing to sue on private persons, the state, state agencies and political subdivisions, and all others, to enforce public rights in the preservation of the natural resources of the state.
