Relating to the consolidation of election duties performed by county clerks and voter registration duties performed by county tax assessor-collectors; designating the county clerk as the registrar of voters in each county but permitting the commissioners court to change the designation to the county tax assessor-collector; also authorizing the commissioners court in certain counties to create the separate office of county elections administrator and providing for transfer of voter registration duties and other election duties to the administrator.
