Giving the head of the Police Department in any city having a population of not less than three hundred fifty thousand (350,000) but not more than four hundred fifty thousand (450,000) the right to appoint to the highest classification in the Police Department without reference to any eligibility list, any qualified individual under his supervision; providing a severability clause.
