Creating within the Texas Department of Community Affairs a State Office of Early Childhood Development; establishing within the department a priority for activity for young children, authorizing it to engage in certain activities relative to early childhood development; prescribing conditions for such activities; providing for maintaining the responsibilities for early childhood development activities of other state agencies; providing for advice from interagency councils; establishing a working committee to advise the department; authorizing the political subdivisions of this state to cooperate with the Texas Department of Community Affairs and to act in meeting the needs of children.
