Requesting that the governor return Senate Bill No. 165 to the enrolling room for correction of a deficiency; declaring null and void the action of the President of the Senate and the Speaker of the House in signing Senate Bill No. 165, and authorizing the two presiding officers to remove their signatures from the enrolled bill; directing the enrolling and engrossing clerk of the senate to correct Section 3 of the bill.
