Relating to renaming the Courts of Civil Appeals as Courts of Appeals and relating to the composition, jurisdiction, and writ power of those courts; relating to the authority of the Court of Criminal Appeals to issue writs of prohibition and procedendo and any other writs necessary to enforce its jurisdiction and to punish disobedience and hold in contempt parties who wilfully disobey writs; making the effectiveness of this Act contingent on the adoption of a constitutional amendment.
