Relating to Firemen's Civil Service in certain cities; authorizing in cities with a population of One Million, Two Hundred Thousand (1,200,000) or more, the creation of a new classification in the Fire Department to rank immediately below the Chief or Head of the Fire Department to be filled by appointment by the Chief or Head of the Fire Department.
