Stating the legislature's findings and purpose in regard to municipal employee organizations; authorizing municipal employees to form and join refrain from joining an employee organization for purposes of meeting and conferring in good faith with municipal employers; creation of a Public Employee Relations Commission and specifying the Commission's powers and functions, and appointment of its members by the Governor; providing definitions; prohibiting supervisory employees from joining and participating in an employee organization whose membership includes non-supervisory employees; specifying certain traditional municipal employers' rights; providing procedures for recognition of employee organizations and the determination and certification of the appropriate unit.
