Authorizing the sale and conveyance of certain described land in Cherokee County, Texas, by the Texas Department of Mental Health and Mental Retardation subject to the reservation to the State of Texas of a nonparticipating royalty interest; providing that the proceeds from the sale shall be used by the Texas Department of Mental Health and Mental Retardation to pay the cost of advertising and sale of property with the remainder going to the general revenue fund; and declaring an emergency.
