Relating to raising revenue for the support of state government; providing a certain exemption from the state inheritance tax; permitting certain tax credits and tax refunds to or for the benefit of certain utilities; providing for the reduction of certain utility charges; imposing an alternate tax on producers of natural gas; exempting from the state sales tax gas and electricity used for residential and commercial purposes; permitting the imposition of a sales and use tax on gas and electricity used for residential and commercial purposes under the Local Sales and Use Tax Act.
