Defining certain terms as used herein; prescribing employment contracts of a specified duration for certain teachers and other school personnel in this state; prescribing the causes for which and the procedures by which certain teacher employment contracts may be terminated or materially changed; providing for hearings and review of orders discharging and dismissing certain teachers holding term contracts; providing certain teachers with certain rights; providing terms under which certain teachers may resign and penalties for failure to fulfill contract obligations; and declaring an emergency.
