To provide that certain bonds or obligations of housing authorities and certain nonprofit corporations or entities, when secured by a pledge of housing assistance payments from the United States Government pursuant to Section 8 of the United States Housing Act of 1937, as amended, are authorized security for all public deposits and lawful investments for certain entities; and declaring an emergency.
