Relating to authority of the Texas Department of Human Resources to conduct demonstration projects providing medical assistance to certain medically needy persons; requiring the deposit of certain funds from counties, cities, or hospital districts which participate in such projects and providing for their use; providing for the cooperation of the Texas Department of Human Resources and the federal government in defining the eligibility for and scope of services under such projects; providing for a report to the legislature describing such demonstration projects; and declaring an emergency.
