Relating to the conversion of a navigation district acting under the provisions of Article III, Section 52 of the Constitution of the State of Texas into a navigation district acting under Article XVI, Section 59 of the Constitution of the State of Texas, to certain notice and hearing requirements, to elections, and to certain powers and duties of the commissioners courts and of converted districts.
