Remarks: This Act takes effect September 1, 2001, except Section 1.01 takes effect only if neither SB 321 nor HB 3452, 77th Legislature, Regular Session, 2001, becomes law. If either SB 321 or HB 3452 becomes law, Section 1.01 has no effect.
