Relating to creating the Rio Grande Valley Municipal Water Authority, a conservation district, comprising the territory contained in certain cities and towns of the counties of Cameron, Hidalgo, Starr and Willacy, as of the 1st day of January, 1969, for the purpose of providing a source of water supply for municipal, domestic and industrial use and diverting, impounding, storing, treating and transporting the same.
