Relating to the control and regulation of exploitation for and surface mining of certain minerals, reclamation of lands disturbed by operations as defined in the Act, and protection of water supplies and the environment; exempting certain activities; providing certain standards; prescribing the powers, duties, and authority of the Railroad Commission of Texas in carrying out the provisions of the Act; providing certain prerequisites for obtaining permits for operations; requiring performance bonds; providing for certain fees and for the establishment and uses of the Land Reclamation Fund; authorizing appropriations; providing for notice and hearings by the commission, procedures for enforcement and administrative and judicial review; requiring record keeping by permittees but making certain informations nonpublic; stating the relationship of this Act to federal requirements; providing civil and criminal penalties; providing an effective date.
