Relating to providing that the board of directors of a water improvement district may exclude from same, without requiring an application therefor, lands which cannot be irrigated by gravity flow from the canal system as planned and constructed, and if the owner of such lands shall thereafter and within on year elect to place said lands or part thereof in cultivation by use of water from said irrigation system by means other than provided at the time said lands were excluded.
