Relating to granting to the Higgins Oil & Fuel Company of Beaumont, permission to sue the state of Texas for the sum of $859.43, representing the contract price for four cars of fuel oil delivered to the State Lunatic Asylum at Austin in 1907, under a contract, as alleged by said claimant; making an appropriation.
