Relating to promoting and improving the development of the country schools of the State by the appropriation of $500,000.00 each year, or such part thereof as may be necessary for the next two fiscal years ending August 31, 1916, and 1917, respectively, by allowing the State Board of Education to aid any one school in any sum not exceeding $500.00 in any one year; and providing that schools receiving such aid be located and constructed in a certain way, and having certain and necessary equipment.
