Relating to relinquishing and quit-claiming unto cities and towns or municipalities which were established or founded, according to the records of the General Land Office, on March 10th 1826, under the laws of Mexico, or the laws of Coahuila and Texas, all squares, blocks or parcels of land situated in such to which the State of Texas may now have any right, title or interest
