Relating to amending certain laws authorizing the commissioners' court of any county in which oil is produced to levy an occupation tax against every person liable for the state occupation tax, not to exceed fifty per cent of the State Tax; giving said counties all rights and liens given the State; requiring the payment of said tax; providing the manner and times of making repots and paying the tax; repealing all laws and parts of laws in conflict herewith.
