Relating to prescribing the authority of the county auditor with reference to the system, forms, and reports to be used in connection with the receipt and disbursement of all county revenues, funds, fees, and moneys received and disbursed by county and precinct officers belonging to the county, its subdivisions, and precincts, including the moneys collected and disbursed by, or on hand with, such officers for the benefit of individuals, firms, or corporations.
