Relating to amending the Motor Carrier Act by providing that said Act shall not include and shall not apply to a "Private Commercial Carrier", declaring that a Private Commercial Carrier is not transporting property for compensation or hire within the meaning and contemplation of said Motor Carrier Act and shall not be governed by any of the provisions of said Act applicable to a "Motor Carrier" or "Contract Carrier"; making it unlawful to operate in violation of the provisions of this Act.
