Relating to amending certain Acts by providing that the lien shall not be valid as against any mortgagee of a motor vehicle provided such mortgagee is without notice and has complied with the provisions of the Certificate of Title Act prior to the filing by the Comptroller with the State Highway Department a certificate which shows that a tax lien exists upon such vehicles; providing a fee of One Dollar and no more shall be charged by the State Highway Department to pay for the expense of administering this Act; providing that this Act shall take precedence over any other conflicting or inconsistent laws.
