Relating to amending certain laws so as to provide for the taking of fish by hand or with a seine or net having meshes of one and one-half (1 1/2) inch square from the waters of Rains County and that portion of the waters of the Sabine River in Van Zandt County lying between said Counties of Rains and Van Zandt.
