Relating to amending certain acts so as to provide that acceptance of benefits of operation of a motor vehicle or motorcycle within the State of Texas by a resident who becomes a non-resident before service upon him of process in any civil action shall be deemed equivalent to the appointment of the Chairman of the State Highway Commission of Texas as agent for service.
